UN Council Resolution on Human Rights Education

On October 1, 2009, the United Nations Human Rights Council adopted a resolution titled World Programme for Human Rights (A/HRC/12/L.9). The resolution proposes that the focal point of the second phase of the World Programme for Human Rights Education, to begin in January 2010, should be “human rights education for higher education and on human rights training programs for teachers and educators, civil servants, law enforcement officials and military personnel at all levels.”  This is an expansion of the first phase of the World Programme, which focused on implementing human rights education in the world’s primary and secondary school systems.  The resolution also suggests that Member States take whatever measures are necessary to carry out the goals of the World Programme at the national level and recommends that assistance from the United Nations be provided to ensure that the implementation of human rights education is carried out.
