    The UN Environment agency has pointed to a report prepared by the Dutch government on the transportation of “dirty fuels” to Western Africa as proof of “an environmental and public health scandal,” arguing that the energy industry must not sell fuels that would be banned in Europe “even if they meet national standards” in African countries.
