Reuters reports that EU member states have agreed to a deal to reform the bloc's Emissions Trading System with the aim of increasing the price of permits for emitting greenhouse gases and with the inclusion of a provision that will withhold money from the EU's so-called Modernisation Fund from most coal-fired power plants.

NGO Supports ECtHR Complaint over Global Warming

The Guardian reports that the nongovernmental organization Global Legal Action Network is supporting an initiative of a group of Portuguese children to fund a complaint before the European Court of Human Rights (ECtHR) against 47 European countries over their alleged failure to limit the impacts of global warming and prevent its violation of their human rights.
