EU Parliament Endorses Centralized Asylum System

The European Parliament has adopted a resolution calling for the EU to develop a "central system for collecting and allocating asylum applications" in place of the current, national-government-controlled system, and acknowledging that the new system might involve a "quota" for the resettlement of refugees in each EU member state.

EU Adopts Security Framework for Hybrid Threats

Citing the recent use on the EU's borders of "hybrid threats," used to refer to conventional and unconventional methods of warfare aimed at destabilizing society, the European Commission and the EU's High Representative for Foreign Affairs and Security Policy have adopted a Joint Framework to counter such threats and build resilience in critical systems of EU member states.

EU Publishes 2016 "Scoreboard" on National Justice Systems

In its 2016 EU Justice Scoreboard, which contains comparative data to assist EU national governments in improving their justice systems, the European Commission applauds progress among EU countries in reducing civil case delays and improving access to justice but calls for more judicial training and harmonization of national standards on justice.

FRA Lists Human Rights Criteria for "Safe Countries" List

The EU Agency for Fundamental Rights ("FRA") has published a list of rights that the EU and its member states must consider, including the right to an "effective remedy" and the right to "non-discrimination," in creating a list of "safe countries" to which they can return asylum seekers.

EU Warns Austria on Securing Portion of Border
